During recent visit to Upazilas, the undersigned observed that&#13;
inspection of courts of magistrates was not conducted thoroughly-&#13;
In most cases inspections were perfunctory in nature. In many cases,&#13;
they were so hasty and hurried that there was hardly any sense in&#13;
undertaking such inspections.&#13;
2. The matter was discussed in the Conference of the Divisional&#13;
Commissioners and Deputy Commissioners on 15-8-1984. It was&#13;
agreed that circulation of a set of questionnaires will facilitate&#13;
thorough inspection of courts of magistrates. Accordingly,&#13;
questionnaires, contained in the Inspection Manual have been&#13;
reviewed and amended, wherever necessary, for making them suitable&#13;
for the purpose.&#13;
3. These questionnaires and the general instructions for&#13;
inspection should be meticulously followed by District Magistrates,&#13;
Additional District Magistrates and other inspecting officers. It is&#13;
hoped that inspections conducted in accordance with the instructions&#13;
and questionnaires will gradually improve the present state of&#13;
administration of criminal justice in the country.
