1 . -We, the members of. the Commission , Appointed by the&#13;
Governor-General of India in Council to make enquiries and recommendations&#13;
in regard to the University of Calcutta and its affiliated&#13;
colleges, have the honour to submit our report. -&#13;
2. The scope pf our enquiry is described in a resolution of the&#13;
Government of India in the Education Department, no. 783, dated&#13;
the 14th September, 1917.&#13;
“ The Governor-General in Council has decided to appoint a Commission&#13;
to enquire into the condition and prospects of the Univfersity of Calcutta&#13;
and to consider the question of a constructive policy in relation to the questions&#13;
which it .presents. An announcement on the subject was made by His Excellency&#13;
the Chancellor of the University at the Convocation held'on the 6th&#13;
January, 1917.&#13;
2. It is the desire of the Governor-General in Council that the constitution&#13;
of the Commission should ensure an investigation of the problems connected&#13;
with the. University and the formulation of recommendations in the light&#13;
of the best expert opinion upon the present requirements of university instruction&#13;
and organisation. The Assistance of His Majesty’s Secretary of State&#13;
was accordingly enlisted for the selection of person^ fully acquainted with&#13;
recent developments of university education in the'^United Kingdom. With&#13;
these will be associated three persons competent to advise upon the peculiar&#13;
conditions which prevail in India.

Oil the 16th of November 1905, several leading citizens of Bengal'&#13;
met in Conference in the rooms of the Bengal Landholders’ Association in&#13;
Park Stree t to consider the question of National Education For some&#13;
time past many people in Bengal had been thinking about this question&#13;
and had felt the necessity for in situation g a system of National Education.&#13;
This was, however, -only a vague desire and the Conference&#13;
focussed the feeling with regard to the matter, Many schemes were in the&#13;
air about National Education and the entire country seemed to be ripe for&#13;
taking a decided step in that direction. The Conference met to consider&#13;
the situation and after a prolonged deliberation it unanimously adopted&#13;
the following Resolution: that in the opinion of this conference it is desirable and necessary&#13;
that a National Council of Education should be at once established to&#13;
organize a system of Education— Literary, Scientific* and Technical— on&#13;
National lines a*nd under National control, and that the following gentlemen&#13;
(here follow names) should be appointed, as a Provisional Commttee&#13;
to take immediate steps to further this 'object and that the Committee be&#13;
instructed to submit their report within three weeks.” The next day there was a very large and 'enthusiastic meeting attended&#13;
by over 15,000 people, mostly students, in the grounds of the Field&#13;
and Academy Club, wl*ich received the decision of the ( ’onference arrived&#13;
tit the previous evening with great satisfaction. This was followed by&#13;
many other meetings in various parts of Bengal. In 'the meantime, the&#13;
Provisional Committee appointed by the Conference went on with its&#13;
deliberations and on the 2nd December, 1905, it formulated a provisional&#13;
a scheme which was considered by the Conference an* its second meeting&#13;
held on the 10th December, 190'», and the Conference on that day&#13;
appointed a small Committee of Ways and Means which after having met&#13;
almost daily for several weeks submitted a report amending the scheme of the Provisional Committee in certain respects which was considered at the third. The Council thus constituted started world at once and after a body&#13;
of Rules and Regulations for its management anil its Memorandum of&#13;
Association, got itself registered on the 1st of Ju n e , 1906, under Act X X I&#13;
of I860.
