This collection of documents is intended to&#13;
provide to the world a primary source of&#13;
information on developments pertaining to&#13;
the crisis that overtook East Bengal in&#13;
March 1971. The crisis involves the destiny&#13;
of 75 million inhabitants of East Bengal, and&#13;
also peace and security of this region. Its&#13;
roots are in the past, and it has implications&#13;
for future. Response of the international&#13;
community to this tragedy has been of compassion&#13;
and concern. All facts bearing&#13;
on it therefore need be known. This collection,&#13;
it is hdped, will prove a dependable&#13;
source of reference on-the subject concerned.
